New NPCs:
Dynan: A very human-looking, black-scaled dregoi kidnapped by DeWitt along with eight others on the riverboat The Devil's Due. He managed to escape with the aid of a young oracle Ceress, who also told him of the band of northern heroes currently in the city. After several failed attempts at spying, and subsequently failed attempts by the party to capture him, he managed to confront the group after tracking them back to their hideout. Though Kaylan dislikes him for his draconic nature, everyone else trusts this man, and he's set on braving the dangers of the riverboat a second time for the sake of eight innocents. A little prying from Anita also revealed that, despite his appearance, he is not a half-dragon per say, rather the son of a powerful dragon sorcerer named Nailo, making him an extra-curious case.

Ceress: A blond, beautiful sixteen-year-old human daughter of King Matthias who was kidnapped by DeWitt and kept aboard The Devil's Due. Their drugs did not work on her because of her unique nature, that of an oracle, and she's successfully been faking sleep for weeks. She helped Dynan escape and told him about the party she saw in visions. She met Tyvis and Gens as they broke into the third-tier lounge, but decided to stay for fear they'd move the others after a second person went missing. Gens may have a thing for her.

Hammon: The beggar that lives outside Kaylan's window at the Dead Dog hideout, who suffered falling soup and raining vomit, and has since been mothered by the caring Narra. He promised to repay her if he could.
